Police on patrol stopped Elena Malchevsky of Verplanck in the parking lot of the CVS on Route 9 at 4 a.m. Jan. 24.
She was operating the car with a suspended driver's license and outside the hours allowed for a restricted, conditional license.
She was charged with aggravated unlicensed operation of a motor vehicle, a misdemeanor and violation of the restricted license law.
