Former Croton Village Manager Admits Relationship With Prostitute, Resigns

After stepping down as Croton-on-Hudson Village Manager, Newburgh City Manager Richard Herbek resigned Thursday after being connected to a woman police say is a known prostitute and heroin abuser.  

The Journal News reports that the Newburgh City Council had scheduled a meeting to consider Herbek’s position with the city after Herbek told the mayor this week that he had an intimate relationship with the woman. Newburgh Police found the two in Herbek’s car last year.  

WAMC Northeast Public Radio said Newburgh Police Chief Michael Ferrera will take over as acting city manager. Herbek, who stepped down from his position in Croton-on-Hudson which he held for 27 years in 2008, said he was trying to help the woman with her drug addiction when they were found together in October.  

According to The Journal News, Herbek originally offered to resign after the incident, then refused, despite outcry from the community, until his recent admission.
