Ban Power Blowers?

Other communities ban power leaf and grass blowers in the summer months. Should Croton follow suit?

While Croton has a noise ordinance that prohibits the use of power lawn equipment during certain hours—primarily from 8 p.m. to 8 a.m. (except later on Saturday at 9 a.m. and Sunday at 10 a.m.), some communities in Westchester have taken this a step further and banned blowers from use entirely during the months of June, July, August and September. Bronxville has instituted a ban just on gas-powered blowers during this period. Particulates in the air are also cited as an additional reason for this ban as is interrupted sleep. The communities that have instituted this ban are primarily in southern Westchester and include Dobbs Ferry, Larchmont, Hastings, Mamaroneck Village and Town, New Rochelle, Pelham Manor, Pelham Village, Tarrytown, Sleepy Hollow, Scarsdale, Rye, Tuckahoe, Yonkers and White Plains.

Does this ban make sense for Croton? Certainly blowers are noisy, especially the gas-powered ones and particulates in the air are not good, but with Croton's noise laws, interrupted sleep probably does not apply as a reason for most people. If so, would a total ban on blowers be best, just on gas-powered blowers, or no ban at all?  Should there be exceptions for property owners with larger properties which are not easily raked or the golf course or the DPW performing their landscapping jobs?
